This class has a power available at high level whose name is "reality revision".  You can trade 5000xp per point for up to 5 ability point increases per score.  At high levels....man...that's a game breaker.

Not as nimble as a wizard/cleric/druid with various powers, but way too strong for the conventional tiers.  Tier 2 is my recomendation.

Reality revision is just a psionic wish spell... same restrictions same implications. in 2nd edition wish was horridly broken and world changing... in 3.5 it specifically lists what you can do with it without risk, but anything super good risks the cosmos (aka DM) dicking you over.  


It's not really as simple as trading 5000xp for a point of ability score. to get +5 to an ability score you have to manifest the power 5 times one immediately after the other which then grants you the +5 inherent bonus (means it doesn't stack with wish's bonuses to stats, tomes, or other similar bonuses) . If you use it twice to get a +2 to int, then later decide you want a +3 you have to manifest it 3 additional times, not just 1 more. At high levels ability scores definitely help, but it's player ingenuity and class abilities along with dice rolls that are the real determining factor. 


a +5 to an ability score is only +2.5 to the modifier... I'd MUCH rather spend the experience crafting something that would give me 10 times the modifier for whatever i need the modifier for and spend half the experience. 


that rant aside... the fact that it has 9th level psionics (aka manacasting) puts it at tier 2 minimum. so i'll agree with t2 atm
