Prolly tier 1 or tier 2.  I will need to review this one more, unless someone else wants to dig into it.

Weak spell list, this class is a can be a combo second healer/major damage dealer.  VERY limited spell selection kills much of his felxibility, and overall power of his spells is not great. Usually, one has to sacrifice attack for healing.  Order spells help very little to alieiviate this lack of flex.  Even metamagic gets dicked over with this class.  IT takes him one action slower to cast metamagic spells....YAY, full round healing to empower

I recommend Tier 4.

doing some reading, shugenja's are almost unanimously placed as a solid tier 3 class. With what little i've looked into them, I fully agree with that assessment. my vote is 3

OK,Tier 3 and Tier 4.  I can see the arguement.  I think I fixated on the "dicked metamagic" class feature lol.  Tier 3 sounds reasonable.
