I've been looking a bit at this class, and it's a fairly solid class.  It gets auras similar to the Marshal, Lay on Hands BETTER than the Paladin, AC bumps, wings, skill bumps, and breath weapons.  Not restricgted by armor (though it starts with access to only medium).

I recommend TIER 3.

It's not game-breaking like a level 9 caster can be.  But it has a ton of flexibility in what it can do for a party (as in it does a ton of different things).

Sounds about right, but my only question is it's offensive capabilities. Is it worthy of the offensive capabilities of a tier 3, or should it be 4?

Buffing, Healing, Melee.  I think this class fits this tier 3 definition.
