Resources now has a page for general rules changes.  These are not specific to any campaign.

Hey, not to reign on your parade, but I added a homebrew section in the forums to discuss ideas before putting them in the Rules Changes section. Just so we can discuss them somewhere other than on the page. Then we can approve them from there.
