I will be adding this to the webpage as soon as I get a chance to format it to my liking (probably Saturday): Orlean Information: Orlean is the capitol of the human nation of Svalgard. Svalgardi do NOT share a common lineage withthe barbarians of the north, the gypsies (like elle), or the Aldori of newWesthaven.
The city sits at the edge of the Vishkana nation ofShakti. It is the last major tradingpoint between Shakti and the Easter Lands (not yet built, but across theocean).
Political Structure: King Leo II rules all of Svalgard. Four other noble families helped found Orlean. These families have an ancestral title of “Count”or “Countess”. They make up the HighNobles Council, and their positions are hereditary. There are twenty lesser nobles whose titleswere purchased by either the current holder, or their ancestors. These hold the title of “Baron” or “Baroness”and the make up the Nobles Council. The Councilsare responsible for setting policy within the city. The Lower Council is the most active insuggesting policy. However, before apolicy idea becomes a law, it must first pass through the High Council and theKing must approve it. The Barons are rumored to be extremely corrupt. Most are merchant lords or criminal guildbosses. Currently, three major votingblocks exist. Lead by Bura Bhal, the Northern Lords (so named b/c they allown property north of the city) are mostly crime lords. Their interest is reducing the amount of lawenforcement in the city, and in trying to convince the King to let themincrease the official size of their garrisons. They currently have 9 members. The Loyalist Faction are families that were once Knights ofKing Leo’s family. There are 7 of themin total. The Central Faction holds the swing votes. They control the remaining 4 totalvotes. These are all merchants, but theyseem to have no interest in joining Bhal’s criminal empire.
Districts of the City: Nobles District: Sitting atop RoyalHill, the Noble’s District contains not only the Royal Palace, but also the 24noble villas. It is also home to manyhigh-end businesses such as the Opera House, the banks and money changers, highend clothing stores, exotic animal sales, and the like. Cathedral District: Sittingatop Lion’s Hill (a lower peak than Royal Hill) sits the CathedralDistrict. It stretches from the hill topand the Great Cathedral of Tehim to the city walls. Every major (non-cult) religion isrepresented here with large temples dedicated to their gods. This is also where most of the hospitals existin the city. Middle income families alsolive close to wall in this district. Lok-Mut’s Triumph: Acentury ago, a major catastrophe befell the old religious quarter. Seated atop the tallest hill in the city,Kingsmont, the temples were overrun with undead. They city managed to wall off the area, but adark necropolis has sprang up. The areais a ruin now. A 100’ high wallsurrounds it, and undead hungry for mortal flesh wander the once wealthystreets. The Narrows: A slumthat borders Lok-Mut’s Triumph. Thisarea is avoided by the city guards, and the criminals have taken over. Drecboun Docks: Themajor port of the city. Mercenaries,sailing ships, cargo, and business all swirl in a massive press of humanity. Evsdoun Docks: A moreminor port. This one is almost totallydedicated to the smugglers that work for Bura Bhal’s syndicate. Orlean Market: Amajor market place for the farms that surround the city as well as the minersand lumbermen that work the Lyona Plains. Old Town: A rusticarea of town that is mostly residential. It has undergone a re-birth under King Leo II, and is home to a thrivingmiddle class. College Town: Home toseveral universities include mage guilds, bardic colleges, and a pair of scienceacademies.
Regarding Bura Bhal: This character is a max level NPC. HE should be used cautiously. He is currently unaware that the “Heroes ofGold Bar” were the ones who destroyed his mansion within the city. If bhal is intended to be used, pleasecontact Paladin directly.
